XP is tied to the player who placed the device, even if hoppers are involved.

Example:
You smelt Raw Iron (0.7 XP per ingot). After a few go through:
Smelt XP +1 (bank: 0.20)
That means you earned 1 XP, and 0.20 XP is saved for later. It adds up!
